BREAKING: The Indiana State Police Superintendent, Doug Carter, was visibly emotional today as he released new information about the suspect in the February 2017 killings of 14-year-old Liberty German and 13-year-old Abigail Williams.

The first composite suspect sketch released in the case is now secondary as of today and the new sketch (seen to the left) is someone who police believe is from Delphi currently or previously lived there or who visits Delphi regularly or who works in Delphi. The suspect is believed to be between18 and 40 years old, but might appear younger than his true age.

Two additional portions of an audio recording from that day were also released and Carter urged the public to keep in mind that the recordings are of only one person who was on the bridge with the girls that day. He emphasized that the recordings are not of two different people speaking.  Listen to the audio here:  https://www.in.gov/isp/files/Delphi_Audio_Edited_2019x3.mp3

Police also are releasing video recovered from Libby's phone that is video that has never before been previously released. It shows the suspect walking on the bridge. Carter encourages the public to watch the person's mannerisms as he walks. "Do you recognize the mannerisms as someone you might know?" Carter asks. Watch the video here:  https://www.in.gov/isp/files/Delphi_MotionFix.mp4

Carter spoke directly to the killer who he said may be in the room where the press conference was being held in Delphi. "We believe you are hiding in plain sight. For more than two years you never thought we would shift gears but we have. We likely have interviewed you or someone close to you. We know this is about power to you and you want to know what we know and one day you will," Carter said. Carter went on to speak directly to the killer. "The question to you is what will those closest to you think of when they find out you brutally murdred two little girls? Only a coward would do such a thing, We are confident you have told someone what you have done or at the very least they know because of how different you are since the murders. I believe you have just a little bit of a conscience left." Indiana State Police ask that tips in the case be emailed to: abbyandlibbytip@cacoshrf.com
