Earlier this week, the Elkhart Common Council approved nearly $2.8 million in American Rescue Plan funding to support workforce housing initiatives. 


South Bend Mayor James Mueller says $13.3 million dollars in American Rescue Plan funding is in limbo due to the substitute salary ordinance the Common Council passed for the 2022 budget earlier this week.

South Bend Housing Authority Director Dr. Catherine Lamberg gave an update on the Rabbi Shulman apartments during a Tuesday night discussion hosted by the Community Forum for Economic Justice.

The housing authority oversees over 800 public housing units and distributes 2,100 Section 8 housing choice vouchers. 


South Bend officials discussed affordable housing at their most recent budget meeting Friday, including $6 million dollars in American Rescue Plan proposals.

The city proposed dedicating $2.5 million dollars in ARP funds to home repair assistance, another $2.5 million to housing financing and the remaining $1 million to home buying assistance.


According to the city’s presentation, housing financing and home buying assistance haven’t previously been funded in the city budget.

Created in August 2020 as a response to the COVID-19 pandemic, the Motels4Now program provides low-barrier shelter for the chronically homeless in the Knights Inn at 3233 Lincoln Way West.

Habitat for Humanity of St. Joseph County

St. Joseph County Habitat for Humanity announced plans for their 2021 work project Wednesday. The goal? Building 22 new, single‑family homes and a neighborhood park at the Fields at Highland subdivision at the corner of East Jefferson Boulevard and North Byrkit Avenue in Mishawaka.

That’s the same neighborhood that was involved in the 2018 Carter work project. Officials hope to get 12 of those homes and the park built during the weeklong push, which runs Sept. 20 to 24.

Judy Fox is a University of Notre Dame law professor and directs the school’s Economic Justice Clinic. She’s represented low-income clients on eviction cases for more than two decades but said now is the worst she’s ever seen.

South Bend’s old Marquette Elementary School — vacant for the past decade — could be converted into a 46-unit affordable housing development after the Common Council unanimously approved a zoning change Monday night.

Michigan Gov. Gretchen Whitmer was in Benton Harbor Aug. 3 to celebrate the groundbreaking of a new 80 unit multi-family housing development. The $20 million project is being funded by Whirlpool Corporation and is being built across the street from the company’s Global Technology Center and across the river from its Riverview Campus.

In his July 29 annual state of the city address, South Bend Mayor James Mueller made infrastructure investments a priority and announced plans for a revamped community center on the city’s west side.

With affordable housing being a perennial concern in South Bend, one local nonprofit is looking to fill some of the housing gaps using an unexpected material – shipping containers.

ContainArt Community was founded in 2019 with the goal of providing long-lasting, energy-efficient housing to low-income families in South Bend. 


Founder Ella D’Amico said even though the homes will be constructed from recycled shipping containers, people won’t be living in metal boxes.

Downtown Elkhart Could See New Affordable Housing

More affordable housing could soon become available near downtown Elkhart. The City’s redevelopment commission approved money Tuesday to help a local organization build more affordable homes.

Lacasa is planning on creating a total of eight units for families whose income is 60 percent below the median household income in Elkhart County.

South Bend Residents Discuss Affordable Housing Crisis

South Bend residents gathered Friday to discuss the affordable housing crisis which has been an ongoing issue in the city. 

Finding housing issues to discuss was easy for the group - things like homelessness, unaffordable rent, and income gaps. But they had a bit more trouble coming up with solutions.

The Indiana Housing and Community Development Authority announced two grants to build affordable housing in the state meant to help attract workers and promote home ownership. 

Two Indiana nonprofits received $500,000 each to build modular homes on lots considered a blight to their community. The awardees are LaCasa in Elkhart and the Affordable Housing and Community Development Corporation in Marion. LaCasa will build three single-family houses in Elkhart.

South Bend Mayor Pete Buttigieg and leaders of the City’s Common Council gave an update Wednesday night on affordable housing projects in the southeast neighborhood. 

The City partnered with organizations like 466 Works to help revamp the southeast neighborhood with new roads and affordable housing. Some homes are now up for sale.
