South Bend residents gave their input Tuesday night on the City’s police vehicle pursuit policy.

This was the fourth in a series of seven meetings to give input on police practices.

SOUTH BEND, Ind. (AP) — A man who was badly injured last year after being shot by a South Bend police officer claims in a lawsuit that he was the victim of excessive force.

The lawsuit filed in St. Joseph County court says 28-year-old Terrance Eppenger suffered an unspecified permanent disability from the March 2018 shooting by officer Samuel Chaput.

South Bend also faces a lawsuit over the June shooting death of a black man by a white officer that has drawn scrutiny to the city's mayor, Democratic presidential candidate Pete Buttigieg.

South Bend residents gathered once again on Tuesday night to give input on police practices - this time on the use of force policy. 

Attendees were given hypothetical scenarios a police officer might encounter on the job. They discussed what actions the officer should take and how much force would be appropriate in each situation.

Today a spokesman for South Bend Mayor Pete Buttigieg announced a deadline extension for individuals who want to serve on the city's Board of Public Safety.  The board and its role has come under more scrutiny following the June 16th police killing of Eric Logan. As of today's announcement, the city has received fewer than ten applications. That's up from just two applications received as of last week.

Black Lives Matter activists occupied the sidewalk in front of the County City Building in South Bend for 24 hours this weekend. They are continuing to demand the firing of the police chief more than a month after the fatal police shooting of Eric Logan.

Starting at noon on Saturday, activists held workshops about citizens’ rights in police interactions and wrote slogans with sidewalk chalk. As the evening drew on, they also read from the Bible together.

South Bend FOP Says GoFundMe Shut Down For O'Neill

The South Bend FOP Lodge says GoFundMe shut down the fundraiser for Sgt. Ryan O’Neill after garnering over $5k. The company told FOP Local President Mills it was because it supported “a hate crime.” He says he is “shocked” and moved the fundraising campaign to the Fundly website.

O'Neill commented on the Fundly page today saying in part, "Being thrown into the middle of a Presidential campaign was something we never anticipated. The support we've received is tremendous and has helped to balance the intense pressure we're under."

While Pete Buttigieg was meeting with community leaders Monday night discussing ways to reform police training and recruiting, the South Bend FOP issued a press release demanding Buttigieg “recuse himself from all decisions in the police case.”

The FOP has set up a GoFundMe campaign entitled "Defend Officer Ryan O'Neill." It has a goal of collecting $25,000.

At a news conference at the Charles Martin Youth Center in South Bend, Mayor Pete Buttigieg says he wrote a letter to the U.S. Department of Justice today.

This follows the June 16 shooting death of Eric Logan, who is black, by a white South Bend officer. 

Funeral Is Held For Eric Logan

The mood was somber at a funeral service held in Mishawaka for Eric Logan. Logan died June 16 after being shot by a white South Bend Police officer.

Listed inside the program was not only information about the service, but also information about a march to be held today at 4:30 outside the South Bend Police station in honor of Logan.

Logan was laid to rest in a white casket. His brother was allowed to attend on leave from prison. The brother came dressed in tan sweats with two guards accompanying him.

Pete Buttigieg has been the early darling of the 2020 Democratic presidential contest, rising in the polls with a media omnipresence that's highlighted his intellect, steady demeanor and vision for a new generation of political leadership.



An official with the St. Joseph County Courts confirms a special prosecutor has been named in the investigation into the June 16th shooting death of Eric Logan by South Bend officer Ryan O'Neill. 

Richard Hertel of Ripley County, Indiana will head up the case. 

Hertel has been a prosecutor in Ripley County since 1988.

The St. Joseph County Prosecuting Attorney has requested a Special Prosecutor to investigate the June 16th officer-involved shooting of Eric Logan.

Following the announcement, a spokesperson for South Bend Mayor Pete Buttigieg issued this statement:

“I respect and support Prosecutor Cotter’s decision to seek an outside, special prosecutor to investigate the circumstances of Eric Logan’s death. Our community is in anguish, and for all of us to come to terms with what happened, it is vital that the investigation be fair, thorough, and impartial.”
