Elkhart Moves Forward With Independent Investigation Into City Police

The city of Elkhart is moving forward with a plan to bring in an outside organization to do a review of the city’s police department. The review will be done by a former U.S. Assistant Attorney General and an organization called the Police Executive Research Forum or PERF.

The investigation will be headed by Deborah Daniels of the firm Krieg-DeVault and Chuck Wexler, executive director of PERF--a nonprofit involved in best practices in policing.

It will look at previous uses of force, the department’s policies and culture and conduct interviews and focus groups among the police and in the community

“So they’re not just talking to police officers and getting one side of it," said Elkhart Police Chief Chris Snyder. "They’re talking to police officers, they’re talking to the FOP, they’re talking to council, and most importantly they’re talking to our community.”

The review will begin as soon as the Common Council appropriates the $146,800 needed. Mayor Tim Neese will be asking for the appropriation at Monday’s Council meeting.
