The city of South Bend says it must provide developers more money to save two delayed projects, one to build luxury townhomes in the East Bank area and the other to create low-income apartments downtown.

This graphic shows where Carmel-based J.C. Hart Company plans to build a $61.5 million luxury apartments project off Jefferson Boulevard on the St. Joseph River. The city's master plan calls for eventually building a street to run between the new apartments and a parking garage to the southwest.
