South Bend residents can apply to serve as volunteer citizen members on Common Council committees. Applications are due Friday, Jan. 9.

The South Bend Common Council's attorney, Bob Palmer, cited a city ordinance in declining to identify the council members who will be the subject of complaints at the public meeting.
