Elkhart Redevelopment Commission

A city official says a Carmel-based developer plans apartments downtown Elkhart for those making up to $100,000 a year, after recent construction of luxury and income-subsidized units.

The money comes to the state from the Lilly Endowment, as part of Indiana's regional approach to economic development launched under former Gov. Eric Holcomb.

The city of Elkhart says the River District's growing housing density, combined with big events at the Aquatic Center, is making parking hard to find in the city's core.
