Once a month, young people gather at Elkhart’s Tolson Center for a haircut. The barbers are residents of the Indiana Department of Correction’s South Bend Community Reentry Center.

“Where’s the humanity? You know, I don’t want to become a nation of cruelty,” said Shannon Denney.

Indiana’s legislative session begins on Jan. 9. This year, lawmakers will create the state’s two-year budget. And they’re expected to tackle public health, workforce and education funding while doing it.
