Mishler says GOP state map could violate federal Voting Rights Act

Democratic Elkhart Common Council Member Aaron Mishler says the proposed congressional district maps released Monday by Indiana House Republicans seem to violate the Voting Rights Act by splitting Elkhart's white and non-white voting populations.

Developer WeImpact Group's rendering of an apartment building, with ground-floor retail and office, it plans to build at Jackson Boulevard and NIBCO Parkway in downtown Elkhart's River District. The developer plans to spend $38 million, while the city agrees to spend $9 million on a parking garage inside the U-shaped structure.
