South Bend Chocolate Company founder Mark Tarner says the South Bend International Airport has violated Indiana law by unfairly giving SkyDine Inc. advantages in the bidding process. A judge has denied to step in with an immediate injunction stopping SkyDine from starting to serve airport passengers Monday.

South Bend Chocolate Company and its founder Mark Tarner allege that the South Bend Airport Authority has violated the law in several ways by awarding the airport's concessions contract to Sioux Falls, S.D.-based SkyDine Inc.
