Special prosecutor Christopher Gaal acknowledged an Indiana State Police investigation finding that former DuComb Center director Sharon McBride wasn't always at the work release facility during business hours, but says she wasn't required to be, as an exempt salaried employee.

Investigators say they have uncovered more than 2,500 grade changes across South Bend high schools — but concerns about those changes may have surfaced nearly two years ago.
